In practice, however, they exercise this power only in the spheres of finance and organization, chiefly of finance, and never (at least hitherto) in curricular matters. The intention expressed in the Explanatory Memorandum to the Education Bill (1943) was that there would be no diminution in the responsibility of authorities.

They could do this either by helping others to provide it, or by providing it themselves. The ways of "securing the provision" are therefore very varied, depend­ ing on the balance in which these two methods are combined. They can be thought of as falling into three stages: assisting other organizations to establish and/or maintain facilities; maintaining facilities already estab­ lished by others; and establishing and maintaining facilities. Examples of the first stage are : paying all or part of the expenses of maintaining a building; giving grants for travel, research, conferences, special events, salaries, expenses or training; awarding scholarships and other benefits; lending equipment; allowing free tenancy of rooms or halls with heating, lighting and care taking; offering advice; providing the services of specialist officers such as youth organizers; helping to draw up programmes; assisting with publicity; providing play space and other facilities; and making capital grants or interest-free loans.

Financial resources T o pay for such activities and establishments a county or county borough council has three main sources of income. First, it receives an annual "block grant" from the Exchequer, through the Ministry of Housing and Local Government or Scottish Development Department.
