Whatever the SDI may have meant in strategie terms, it constituted a major industrial challenge to the Europeans in both military and civil spheres. For the SDI technologies included almost all of the technologies of modern industrial production - software, new construction materials, modern electronics, chemical engineering - in addition to all the new aerospace technologies. Yet in the face of such challenges the Europeans were riven for over twenty years with sectional interests that hindered a more coherent European response, or even a more collaborative response outside Western Europe.

23 All the technology of the information revolution the computers, the software, the satellite broadcasting dishes, the electronics, the teaching methods - can potentially impose the most powerful sort of glasnost on any society. Until 1987, the Soviet authorities banned the operations of all but official photocopiers; in Romania all typewriters had to be officially registered; in 1989 the Chinese authorities reimposed their ban on non-official photocopiers. The socio-economic pressures of the 1980s on major communist societies, however, rendered such action as futile as it was ridiculous.

The events of the past 15 years, however, reveal that although this web has strengthened, producing the outward appearance of a highly institutional 'order' in European politics, this cannot disguise the fact that contradictory national trends are at work. Political diversity can be seen in the extent to which European states - and their leaders - refuse to relinquish willingly any of their sovereign rights in mauers which would seem to require an integrated solution. European states have created and joined all manner of new international organisations to handle their mutual problems.
