But the means to achieve this Union are limited to a codification of EPC as it exists and functions. The Franco-German text only reiterates, sometimes word for word, the document handed out to her partners a few weeks earlier by the UK, during the Stresa meeting. Whatever the questions provoked by the apparently improvised FrancoGerman initiative, 22 the latter revealed French intentions with regard to European Union. It also announced the positions defended during the intergovernmental conference finally called by the Milan summit, for which France voted—albeit without enthusiasm.

With regard to the CFSP therefore, France has on the whole defended a reinforced Political Cooperation35 which in comparison with the preceding situation, constitutes some progress but does not represent the ‘saut qualitatif’ which the demonstration of Europe’s impotence during the Gulf war and the Yugoslavian crisis might otherwise have inspired. 36 This step represents the continuity of French positions from two points of view. On the one hand, in accordance 34 Françoise de La Serre with the options always defended by Paris, it pleads for a beginning to a European defence which would be distinct from the integrated organization of NATO, without for all that representing a machine of warfare opposed to the Alliance.

Moreover, political union should include a true common security policy which could, in time lead to a common defence…. The conference should review how the WEU and political union might establish a clear organic relationship…and how with increased operational capacities the WEU might in time become France 33 part of political union and elaborate on the latter’s behalf, a common security policy. Thus French intentions were outlined. Subsequent contributions were to develop the initial canvas and essentially bring out a dominant concern: that of eventually endowing the European Union with a common defence.
